NORTH LAS VEGAS<\/strong> \u2014 In May 2024, North Las Vegas Mayor Pro Tem Scott Black<\/strong> voted to approve a no-bid, three-year, $630,000 consulting contract for the same man who was, at that very moment, still sitting as the city’s top executive.<\/p>\n\n\n

City Manager Ryann Juden had emailed his own draft contract from his city email to the city attorney being elevated to succeed him. He had personally approved the council agenda containing his own contract. The vote was buried on the consent agenda. His name was not in the item.<\/p>\n\n\n

Combined with severance and a leave cashout, the city paid Juden roughly $994,400 in 2024 alone<\/strong> \u2014 more than double his previous year’s salary.<\/p>\n\n<\/div>\n\n\n

\n\n

In June 2025, the Nevada Commission on Ethics<\/strong> ruled that Juden violated state law by negotiating his own contract while still in office. A commissioner who is himself a 20-year former city manager called the contract “unconscionable.”<\/p>\n\n\n

The commission notified North Las Vegas that the city has the authority to void the contract.<\/strong> Scott Black has not moved to void it. The $15,000-a-month payments continue.<\/p>\n\n\n

Scott Black now seeks election as Mayor of North Las Vegas. At his March 2026 campaign kickoff, he pointed Juden out to the crowd and praised him as “one of the architects” of the city \u2014 nine months after the ethics ruling.<\/p>\n\n<\/div>\n\n<\/div>\n\n\n\n

THE RULING<\/h3>\n\n\n

June 18, 2025.<\/strong> The Nevada Commission on Ethics rules Juden violated state ethics law by negotiating his own contract while still in office. Commissioner Terry Reynolds, a 20-year former city manager: “unconscionable.”<\/strong> Commissioner Teresa Lowry: “But for the limitations of the ethics laws, I would not approve this negotiation.”<\/strong><\/p>\n\n<\/div>\n\n<\/div>\n\n\n\n
